GlobalSettings should not be processed since WebSphere support was dropped. This resulted in an unsupported application server name in the properties file.

Corrected error in generation of GlobalSettings.properties. It incorrectly did not add WebLogic as the default application server. Fixed by removing the processing of this file entirely.
