Deprecated this class due to the new GenericExceptionsTag.

Replaced include files for errors and messages with the new tags.

The toString() method now encodes the query string when necessary.
The previous version only encoded the return url.
A new toString(...) method that accepts an encoding was added.

Changed the redirect(...) method so it automtically encodes the supplied url when necessary.
