[Jxml2sql-dev] 0.1.0-pre2 Release Updates

Makefile.dist in both lib and jxml2sql now create the configure script before 
packaging the *-src.tar.gz packages.  As a result, I have moved the 
LIBJXML2SQL_0_1_0-PRE2 tag.

The jxml2sql module is now, I feel, in shape to be released, and has been 
tagged JXML2SQL_0_1_0-PRE2.  I'm a little less satisfied with this release 
than I am with the lib one, but I want to hold off on things until we get a 
stable release out there before I start tinkering with more things.

I am now moving on to the jxml2sql-page module.  More updates will follow.
