#4 Window focus more customizable

I would have a windows focus more customizable, like icewm. I need that the focused window remains in it layer, and doesn't be uploaded to the top layer. In icewm it is RaiseOnFocus=0, RaiseOnClickClient=0, RaiseOnClickTitleBar=1, ClickToFocus=1. FocusOnMap=1 and FocusOnAppRaise=1. Thanks in advance.
