It is possible to drag the jVi icon to the toolbar (with customize toolbar). You can use this icon to turn off/on jVi. However the icon doesn't change when jVi is turned off. The icon should be greyed out or so.
This is a NetBeans issue really, but I have worked around it.
Also filed NetBeans Bug 197639 - Actions.checkbox has no icon for "off" state, and I will probably provide a patch for the IDE.

(and patch submitted to NetBeans) The workaround in jVi turns itself off when running on a NB that has the real fix.
