#1 Can Not import my project ( jvf ) to cvs server

I have registered a project in sourceforge.net and
received the project registration approval on March 6,
2003 . I can not import my project to cvs server. I use
winCVS with putty. I receive the following message
when I try to import my project (jvf) to cvs server for the
first time:

***** CVS exited normally with code 1 *****

The followings are my winCVS settings:
Authentication: ssh (use plink.exe of putty with
additional ssh options set to "-ssh -pw
[MYPASSWORD]" )

path: /cvsroot/jvf
host address: cvs.jvf.soutceforge.net
user name: arbi
CVSROOT: arbi@cvs.jvf.jsourceforge.net:/CVSROOT/jvf

I have tried many time to import the project directory
into cvs server but I have received different error
messages.
What should I do?
