We have moved on from PHP to ASP. So yes, jURS 3.0 is not written in PHP.

(here are a few features that will be in the 3.0 version, and some features that are being enhanced that are already apart of jURS)

Sorry for the slow progress of the jURS project. We would like to announce that jURS 3.0 is on the way. Possibly a early July release. We will post a few of the key features soon.
