#152 Exception in MatrixFileTest on german system
AREA/CLASS/EXAMPLE AFFECTED: MatrixFile.java MatrixFileTest.java
DESCRIPTION: If you run the maven test cases on a german system there'll be an exception in the MatrixFileTest (surefire report below).
The problem is that the MatrixFile class uses the system's locale for writing, but not for reading. Therefor when writing (on a german system) 5.15 will be 5,15, and when loading it'll throw a NumberFormatException.
REPEAT BY: running MatrixFileTest on a german system
SAMPLE FIX/WORKAROUND: Using NumberFormat instead of Double.parse(). (patch attached)
