#9 PANIC: No disks detected! Dropping to sh

Please make sure to include JumpStart! version, SRM
version, hardware configuration, and any other relavent
information.

I have a AlphaStation 200 4/233 ,
show dev shows the following:
dka0.0.6.0 DKA0 IBM 0664 DC
dka400.4.0.6.0 DKA400 RRD43 1084
...

SRM version V7.0-9 Built Mat 18 1999 at 13:41:11

When I boot from the jumpstart CD
using boot dka400 -fl 0
everything starts booting, but I get this message
where it drops me into the shell prompt:
(I have included some of the previous lines)
...
INIT: Entering runlevel: 2

Starting mouse interface server: gpm
Starting internet superserver: inetd
Starting kernel module cleaner: modclean.
Alphs JumpStart!, booted from SRM on Avanti (EV45)
PANIC: No disks detected! Dropping to shell prompt...
root@localhost:/#

At this point I can read the contents of the CD, but I
am not sure where to go from here.

    Interesting.. any idea what kind of SCSI controller is in
    the machine? My guess is that you have a SCSI controller
    that we don't include a driver for, so JumpStart does not
    find your drives...

    The SCSI card is a built-in card on the motherboard.
    Is there a way to tell what model or chipset it is using?
    It has a vendor ID of 1000, and an Interrupt Vector of b

    The interesting thing is, I think it creates a temp
    directory on the Hard disk as it boot up.

    I believe the SCSI card uses NCR chipset, during jump start
    it said it's a NCR53c8xx ver 3.2a-2 -Andy
