this functions should go into:
Tools>Analysis>One Layer>Intersect Polygons
and should be based on the Planar graph function (i.e. reduce/re-use functionality)
so we can create cookie cuts with it too. (does ESRI have a name for it?)

This is implemented and in OpenJUMP 1.7.1 the tool is in Tools - Edit Geometry - Intersect Polygons.
