#5 New User state OBSERVE_BAD

Currently there are the following user id states:

GOOD, OBSERVE, CHECK (default), BAD.

Is it possible to change it to

GOOD, OBSERVE_GOOD, CHECK (default), OBSERVE_BAD, BAD?

I often wish to change IDs from default state to be a candidate for either GOOD or BAD but current states don't allow to distinguish between them.
An additional nice feature would be a comment field for user IDs where you could store a comment to indicate why you marked this id BAD.
