#1 detectflash "not detecting flash"

working with Jtag and a ByteBlaster cable I am able to
detect the Intel PXA250 chip, but unable to detect the
28F128J3A flash chips which are setup on CS0 as 2 x 16
configuration. I seemed to be able to do a readmem
and get what looked like valid data, but am unable to
program the flash with new data.

Any ideas as to what might not be working.
