#437 make AS400Timestamp DTS format accessible

AS400Timestamp has a very useful decode feature for DTS timestamps as used in the Journal RJNE0200 format.
Please could this be made accessible currently both the setter "void setFormat(int format)" and the format parameter "static final int FORMAT_DTS" are marked as package only so can't be used by other applications
