[Jsynthlib-devel] Added ChangeLog to CVS

Hi,

I added a changelog to CVS.

Currently it includes only the new synth drivers
and starts with version 0.20.

Would be nice if all developers have a look at it
and add that the changes which they knew of.

I named it "ChangeLog" because this seems to be the most
common name for it.
