I tried removing it with my CVS client. It updated the
version on my local copy to -1.1 and then it told me I
had to do a commit. When I did the commit I got some
sort of error back from the CVS server.

I'm not a CVS expert so I would feel more comfortable
if someone who knew what they were doing could take
care of it.
