I think this is something we should have. The "Generic" Driver was a 
start at this. If no driver is installed for a patch type you can still 
use librarian functionality via the "Generic" Driver, but it could be 
more functional.
My Original idea was to have an editor for "Generic" that was just a 
hexeditor, though in retrospect it would be usefull to have hexediting 
support for all patch types. Maybe if we had an "Edit" option and a 
"Edit as Hex" option
on the menu for patches.

I've recently looked into seeing if there are any GPL hex-editor 
controls for Java. Though eclipse has a hex editor plugin, the code is 
quite large and most likely is pretty integrated into eclipse utilities.
