#24 Novation BassStation support

I am currently working on driver / editor support for
the Novation BassStation. While I only have access to
the keyboard version, this driver should support both
the keyboard and rack versions.

This driver will NOT support the Super BassStation,
A-Station, or K-Station.

Development stopped over a year ago and I do not have the time to work on this project. Unfinished source code attached to this ticket, it should be a good start for someone to complete the backend.
