I'm pretty sure it's the latest, which is broken.  I say this because the
eCS site mirrors what's currently available via SWC and they still have
the broken version posted, along with a copy of the older v1.3.0 version
which works.

AFAIK, this is true and will continue to be.  While we can't have download
links, we could still have links pointing OS/2 users at the SWC and eCS
sites.  One would think that OS/2 users should already know that these are
the links to use, but end-users never fail to continue to surprise me.
