#2 Can't open mailtags library

Here's my source--

<%@ taglib uri="http://localhost:9090/examples/jsp/mailtags-1_0.jar" prefix="m" %>

Here's the error message:

org.apache.jasper.JasperException: Unable to open taglibrary http://localhost:9090/examples/jsp/mailtags-1_0.jar : Parse Error in the tag library descriptor: Relative URI "jsptaglibrary_1_2.dtd"; can not be resolved without a document URI.

just a guess.... I bet his server isn't using jsptag lib 1.2
