[json-lib-user] treat objects as arrays

Is there a setting that can be set so that when JSON is output all Objects
are treated as Arrays? I thought that the JsonConfig object might provide
this functionality using the ArrayMode's but it doesn't seem to be the
case.

Any help on this one?
