Tool tip annotations for menu items will not wrap
properly in Netscape 6, so the information will flow
off the page and not be seen.

Tested in Mozilla 0.9.8, and it truncates the tooltip if
it's long enough (with "..."), but correctly positions the
tooltip so it's always visible to the user.
