Robber should not return to the desert

Once the Robber has been moved for the first time, a
player can roll a 7 or play a Knight and return the
Robber to the desert hex. The desert should be an
invalid destination just as the Robber's current position
is.
According to the SOC Settlers' Almanac (under Soldiers,
pg. 15 - also see pg. 12), "the Robber may not be
moved back to the desert."

The game is based on the FIRST EDITION Mayfair rules, which
are somewhat different from both the German rules and the
third edition Mayfair rules which you are quoting. The first
edition rules do not prohibit moving the robber back to the
desert.
The game's behavior does, however, differ in one way from
how the face-to-face players I know interpret the rules. As
played around here, moving the robber to the desert does not
steal a resource, even if one or more players have a
settlement bordering the desert.
