#25 Bot behaviour on 8+ points

Bot on 8+ points will not build a city on a low value
settlement (ie. coastal next to a single 4), even though
strong in wheat and ore. Instead, it will buy cards to
get the last few points. 3 or 4 games in 2 days I have
seen bots that should have won site around buying
cards while I overtook them (grin). Regards -
