[Jscheme-user] SLIB support.

I've just checked in a new directory src/slib/ that provides support for the SLIB library.  See the instructions in src/slib/jscheme.init.

To do this is generalized open-input-file and call-with-input-file to open a file, resource, or url, just as load has been able to do for a long time.  This lets up package slib as a jar.
