I think Tim can answer the question about webapp.
You can certain get the stuff from cvs.

The editor i use is xemacs. The file src\emacs\scheme-init.el
is an emacs extension that will let you run jscheme by typing the command
M-x jscheme

There is also a plugin for Eclipse, but i haven't tried it yet:
