Actually, my first reply was in error.
If in the jscheme directory you do

src/build/bootstrap

(or src\build\bootstrap)

you should get the elf\*.java classes compiled.

This will not work if you are using a Java older than JDK 1.2.
Let me know if you're still having problems.
