It seems to me there is only one strategy with the current version of JRobots - have the most accurate gunfire.
The matches for the top bots are all very similar and not a lot of fun to watch. They all do the same thing, shoot as
fast and accurate as possible.
Allowing for more than 1 winning strategy would spice things up. There needs to be a viable defensive strategy.
The simplest change I can think of is to make projectiles detectable by radar. That allows several new possibilities:
-bot can detect incoming projectiles
-its attackers' positions can be found
-proactive evasive action becomes possible
-bot can detect other locations under attack
-if it also directs its fire there, chances are better for it because another bot is more likely to be eliminated before it
-moving away into a safe region becomes more than just lucky guesswork

You suggestion is interesting and even not too difficult to implement. Unfortunately old aged veterans will suffer a great disadvantage from the change and some of them are no longer maintained.
Another objection is that the game will become more difficult for starters.
I have implemented such a feature (among many others) in my JROBOTS-like 3D game called GUN-TACTYX available at http://guntactyx.gameprog.it
Additional features make the game so complex that I can hardly find players to play with ;->
