#1 JRAP has inconsistencies:

The jrap project has the following inconsistencies that
should be clean up:

1. jrap-resource-service.jar rename to
resource-service.jar. No of the other jar files have
"jrap" prepended.

2. jrap-resource-service-policy rename to
resource-service-policy. See #1, get rid of the jrap.

3. policies files have endings but launch files do not.
Should they?

4. example client and userservice are not symmetic.
Rename userservice to exampleservice. Or just plain
service and rely on package name to differentiate.

5. get rid of the bin directory. Should only be
relying on launch files.

6. jrap.resource.dir rename to resource.dir. jrap is
extraneous.
