The tasks that are not visible to the user (JavaDoc, code cleanups etc.) should be finished, too, but they are "internal affairs". I think they should not be included in the official release schedule. So the Roadmap is defined from an end-user's point of view while the developer's view is the Task list on the project page (with priorities adapted to reflect the Roadmap's needs). Comments, anyone?
