Currently the only way to limit cpu usage is by setting the number of processing threads on the node.
However, it may be possible to modify the priority of these threads. Java allows setting the priority for a thread or thread group, so we know it is possible to at least set that priority statically.
We need to investigate a little more to determine if this could be done dynamically, allowing users to change the priority from the JMX-based console or APIs.
