#128 Use thread pool instead of timer for task timeout

Currently the mechanism that handles the tasks timeout feature is using a Timer to schedule tasks that will cause a JPPF task to be cancelled at a pre-determined time.
The idea is to use a pool of threads (such as ScheduledThreadPoolExecutor) to do this, instead of the current implementation that uses java.util.Timer
