#32 "What's New" shows all ports after some 'Sync's.

"What's New" gets dates from the modification timestamp of each Portfile. Either the entire Port tree is being updated, MacPorts now touches all when syncing (doubtful since its version number did not change), or we've introduced a bug to fix. In the first 2 cases we need to find another mechanism for dates or remove the UI for them.

    MacPorts is touching every Portfile in the Port tree every other day whether using "port selfupdate" or "port sync".
