#3 make digester validation configurable

please place in the portlet servlet entry in the web.xml
an init param that can be used to configure the digester
validation option.

i was attempting to run the example hello world and i
was not able to because the digester was unable to
validate portlet.xml; i'm behind a corporate proxy server.

plus, validating during development is a good thing,
however, validating a tested-already-validated portlet.xml
in production is not a good thing, generally speaking.
