Objective:
Create a first release to allow people to start working with jpim.

Plan:
Code Freeze / Tag Date -  July 15, 2003
Release Manager - Dieter Wimberger
Release Announcement -
To the following mailing lists:
jpi...@li...
jpi...@li... (which I will create on time).

Release Criteria:
- Prior to the release the documentation needs to be overhauled (I will 
post a related action item)

- A release vote shall take place on the jpim-devel mailing list to 
approve this plan.
Until development community has grown sufficiently, the release vote 
MUST pass by a reduced "Majority Approval"  of jpim committers (that is 
Tony and me for the moment).
