#7 CReate GlobalSettings.properties template

The current GlobalSettings.properties file is checked in but users need to change this file and then make sure they do not commit the changes.
A better solution would be to create a GlobalSettings.properties.template file.
This file should be committed while the GlobalSettings.properties file should be added to the ignore list.
