In the registration screen, I should be able to register

http://jigsaw.w3.org/Doc/Programmer/api/org/w3c/www/
protocol/http/micp/MICPFilter.html#addr

but the current algorithm to walk up the tree to the
javadoc root can't handle '#'.

Anything after # does not get sent to the server. It is a
client-only postfix exclusively used by the browser to scroll to
a certain part of the document.

I'm referring to the URL which goes into the 'Site URL' field. All
that extra stuff needs to be pared away, to leave
http://jigsaw.w3.org/Doc/Programmer/api/.
