#1 When I click on a package, should take me to the javadoc

When I click on a package, should take me to the
javadoc. It currently takes me just one level down; and
when I get to the leaf level, it takes me to the root of
the site: not much use.

If a package has a javadoc site AND child packages, I
guess we'd need two different buttons.

If a package has more than one javadoc site, I don't
know what should happen. Maybe it should go to
the 'primary' site (whatever that is).
