Why does this happen and how can I get rid of it?
I'm using joe version 3.3.

Looks like you don't have permissions in /tmp, which is a bit strange.
(Yes, this is misleading of joe to ask about stealing a lock file when
creation of lock file was failed.)
One of the solution (the one I use) is to find a line with "-nolocks"
in your joerc and remove the leading space. You may consider to do the
same for "-nobackups", for the same reason (no permissions, annoyance).
Note, disabling locks does not mean you may silently override your files,
just that the check is done on "save" time and not on the first change.
There is also related -nomodcheck option.
Another solution is VISUAL="joe -nolocks".
