#289 HTML syntax highlighting fails on STYLE element

When editing the included file, joe colors in pink all characters after the first "@" in the css section. Removing all content of the section seems to fix the problem.

    CSS highlighter isn't properly handling '<', which ought to return control from the subr (it only does it in reset, and should probably also do it in nearly every other state).

    Actually, the CSS highlighter needs a lot of fixes, in general. Specifically, it needs to properly handle quoted strings before I'd be comfortable putting in the fix to handle '<'s better.
