#20 Zero-byte .joerc locks up joe on startup

I'm running on Mandrake 7.2, using joe-2.9.7-pre1, and
I've discovered a bug regarding .joerc processing.

If I create a zero-byte file called ".joerc" in my
home directory, and then try and start any version of
joe that I have at my disposal, joe opens, loads the
file, and freezes.

I tried patching some rudimentary EOF detection into
rc.c:procrc(), to no avail.

I'm at a loss - my twenty minutes of coding time are
done. Good product, guys - I use it everywhere :)

    OK so the problem is not in config file and can't be solved
    in twenty minutes :) Because all key mapping is set in
    joerc, jmacsrc, ... file. So if you have not mapped keys you
    can't quit, move cursor, write, etc. I think this is not bug
    but feature. But JOE should tell user about config file
    which is too small.

    Oh, that's interesting. It threw a joe programmer who
    brags about having used joe - they'll be quite a-mused to
    hear this :)

    Can we have a warning for when the config file being loaded
    has no key bindings at all, and thus will produce a non-
    functional editor?
