New option to turn off backups for certain filetypes.
for example:
*-commit.tmp -nobackup
should turn of backups when I do "svn commit" so i don't get a svn-commit.tmp~ left on disk.
I know of -nobackups but that is a global all or nothing option.

Especially important for those of us who use joe as an external editor for pine...leaves a pico.1235~ file for EVERY email message replied to!
