I don't know the cause but there is an easy fix in JMRI to remove the duplicates. Open the 'Blocks' table, click on 'Paths' in the top menu and delete paths. Save your panel and the paths will be recreated on the next startup. Save again to save the recreated paths. This has helped numerous people reduce their file size sometimes in the GBs. Obviously a fix to stop it from happening is desirable.
