#339 New Decoder Editor?

A method of editing new decoder information to be included in the "tables" (however they're stored) of supported decoders would be nice, especially if that entry could be exported to the community. Perhaps this already exists and I haven't found it yet.

An example might be the Digitrax DZ125 which replaces the DZ123. Essentially the same decoder, but with BEMF and transponding added.

This would also give someone who doesn't use all the features of many decoders (there are a lot of those folks, based on my involvement with a large club), who could customize a decoder "MY xyz" that only lists the CVs they tend to use.

So, for me at least, the ideal would be to be able to create a new decoder much like creating a new roster entry, simply by copying an existing entry and then be able to add or remove CVs and descriptions as appropriate.
