When opening the Ops Mode programmer from PP or DP2 the locomotive roster is not visible. Making the window bigger shows it hidden under the "Programmer format" box. The new box size doesn't save when closing and restarting JMRI.

Deleting the UserPrefs***Config file fixes it for the first opening of the window but then it returns to being under the programmer format box.
