I have made the last download yesterday. I think I used an european server, but I am not sure. Which mirror should I use to get the latest release? I think that there was some problem with that jvm recognizing the shift-mouse combinations. I spent some time on it a few months ago and couldn't get it to work. I just tried it out on WinME ns 4.61. I see the same thing you do. shift-left/ctl-left do rotations.
