#96 Add Help link in jmanage product

The help link will point to http://www.jmanage.org/help,
where /help is a apache redirect to http://www.jmanage.org/wiki/.

The redirect is being used to allow the flexibility to change the destination of help URL.

I think the top bar which has Logout link is a good place for help link. -- Avneet
