#137 Heartbeat fails until after jManage reboot

If you create a managed application with incorrect information (say, you fat-fingered the IP address), jManage heartbeat functionality will, incorrectly, show that application as 'down' even after you have corrected the IP.

Once you reboot the jManage server, the correct status of the application is displayed.
