#3 shapefile option to skip dbf stage

Under normal circumstances, the dbf stages of a
shapefile can be skipped completely, thus saving time.
My thought is to have an attribute for shapefile
layers SKIPDBF. This would have an effect on
shapefiles that contained records which had been marked
as deleted in the dbf, but I suspect this is rare.
