There are two parts to the internationalization of
jjfMapper.

One is to load strings from locale files rather than
have them written directly into the source. These
strings will be mostly error messages, plus the
command-line help message, and maybe some informative text.

The second part of internationalization is ensuring
that the Text module can support Unicode text. At
present, it seems to only support western European
characters. It replaces unknown characters with a
question mark.
