#2 ISO-8859-1 as default charset

Admit it, windows-1252 is a bit too exotic to be the
default.
I, personally, prefer windows-1251 ;-) yet the default
should properly be ISO-8859-1. Also, made it a macro
instead of hardcoded strings.
